The Steel Reign Update for Fallout 76 is now available in the Public Test Server! We hope you will join us for some playtesting, questing, Legendary Crafting, and then share your feedback and bug reports with us here in the PTS forums.

Read on to catch brief descriptions of the features and improvements we’d like you to check out.

Steel Reign Questline

This update brings all-new quests to Fallout 76 with the Steel Reign questline, which picks up right where you left off with the Brotherhood of Steel at the end of Steel Dawn. After you’ve gotten the chance to dive into a couple of the new quests, please share your thoughts on Steel Reign with us by visiting this thread in the PTS Forums.

  • Please note: There is no Non-Disclosure Agreement during this phase of the PTS. Please use spoiler tags, or do your best to warn other players about story spoilers, when discussing the new quest content outside of this PTS forum. Thank you!

Here’s how you can get started with Steel Reign:

  • Steel Reign quests are open to any level 20+ characters who have already completed the quest “The Best Defense” in the live version of the game at the end of the Steel Dawn questline.
    • When eligible characters log in, a quest called “A Knight’s Penance” will lead you to speak with Russell Dorsey in Fort Atlas to continue the Brotherhood story.
  • Alternatively, you can use the premade character, named “Quests,” that we’ve added to your PTS account to get started with Steel Reign no matter your existing characters’ quest progress. (More on premade characters below.)

New Vendor: Minerva

A Blue Ridge Caravan Merchant, named “Minerva,” just arrived in Appalachia, and she’s ready to trade a selection of coveted item plans in exchange for your Gold Bullion.

  • The items that Minerva has available will rotate regularly, so be sure to check in with her whenever she’s in town! Her wares include Gold Bullion Plans that are normally only available from other Gold Bullion Vendors, or by completing Daily Ops.
    • Minerva is no slouch when it comes to making sales! She wants your business, and she’s offering discounts on Gold Bullion plans so that you’ll buy directly from her.
  • When Minerva arrives, she will set up shop at one of three settlements: Fort Atlas, Foundation, or The Crater.
  • Minerva’s visits will last for a few days at a time, but she will return to Appalachia each week to strike up new deals with any Dwellers who wander by her camp.
    • Please Note: Starting on May 17 in the PTS, Minerva will visit from Monday – Wednesday each week for three weeks.
    • During the week of June 7, she will appear from Thursday, June 10 – Monday, June 14, with a different inventory a special sale. The following week, she will not appear.
    • During the week of June 21, Minerva will resume her Monday – Wednesday visits, and the above cycle will repeat.

Alongside Minerva’s arrival, we’ve also removed the need to unlock Gold Bullion and Gold Bullion Vendors by completing the Wastelanders quest, “Secrets Revealed.”

  • All players can now see and purchase Gold Bullion items and plans from the following Gold Bullion Vendors’ inventories: Samuel in Foundation, Mortimer in The Crater, and Regs in Vault 79.
    • Players must still complete “Secrets Revealed” in order to purchase Gold Bullion using Caps from Smiley at The Wayward.
    • Additionally, Gold Bullion Vendor items that have Faction Reputation requirements have not been changed.

Legendary Crafting

With this update, we’re implementing the Legendary Crafting system, which you can use to turn normal items into legendary items, re-roll your existing legendary items’ attributes, and even upgrade or downgrade their star-ratings.

Once you’ve tried Legendary Crafting in the PTS, please feel free to share your thoughts on the system with us by visiting this thread in the PTS Forums.

  • Using a new crafting component, called Legendary Cores, along with a few Legendary Modules, you can now craft “Legendary Upgrades” for your items.
    • Visit Weapon and Armor Workbenches, and then open the Modify menu to get started with Legendary Crafting.
    • You can earn Legendary Cores as rewards by completing Seasonal Events, Public Events, and Daily Ops.
    • As always, Legendary Modules are available from Purveyor Murmrgh in exchange for some Legendary Scrips.
  • You can craft 1-, 2-, and 3-star Legendary Upgrades for your gear, and the materials required to craft them increase based on the Legendary Upgrade tier you choose.
    • Applying a Legendary Upgrade to a normal item will turn it into a legendary version of that item, with 1, 2, or 3 randomly assigned legendary attributes, depending on the tier of Legendary Upgrade you applied.
    • Applying a Legendary Upgrade to an existing Legendary Item can increase or decrease the number of legendary attributes that item has, again depending on the tier of Legendary Upgrade you apply. Here are examples of each option:
      • Upgrade: Modding a 1-star item with a 3-star Legendary Upgrade will turn it into a 3-star version of that item with 3 random attributes.
      • Downgrade: Modding a 3-star item with a 2-star Legendary Upgrade will result in a 2-star version of that item with 2 random attributes.
      • Re-roll: Modding a 3-star item with a 3-star Legendary Upgrade replace all 3 of the existing item’s attributes and apply 3 news ones at random.

Legendary Power Armor

In addition to weapons and normal armor, Legendary Crafting can also be used to create pieces of Legendary Power Armor.

  • Like weapons and armor, Legendary Power Armor pieces can also be upgraded, downgraded, and rerolled.
  • Visit any Power Armor Station and modify your favorite set of Power Armor to apply some Legendary Upgrades.
  • The vast majority of Legendary attributes that are available to normal armor can also be applied to Power Armor, with the following exceptions:
    • 1-Star
      • Auto-Revive: Chance to revive using a Stimpak
    • 3-Star
      • Acrobat’s: Reduced fall damage
      • Improved Sneaking: Harder to detect while sneaking
      • Diver’s: Grants underwater breathing

Legendary Attribute Balance Changes

Alongside the arrival of Legendary Crafting, we’ve also revisited our lineup of Legendary Attributes to add some new ones, and give a tune-up to a few that already existed. Give some of the new and updated legendary attributes a test run using your existing items, or by making them using the Legendary Crafting system. Then, share your thoughts with us by visiting this thread in the PTS Forums.

If the party is a success, you’ll also earn some rewards!

If you have any feedback you’d like to share for Primal Cuts, Grahm’s Meat-Cook, the new rewards (listed below), or if you find any bugs during the Meat Week event, please let us know by posting here in the forums.

Premade Characters in Your PTS Account

For those of you who have joined us in the Test Server previously, we’ve added a few premade characters to your PTS account, named “Quests” and “Rewards.” Please Note: Adding multiple characters to all PTS players’ accounts is a process that can take some time to complete. If you don’t have all three characters mentioned below in your Character Menu when the PTS begins, they should appear within the next day or two.

  • Quests Characters: These characters are set to the very start of Steel Reign so that you can begin the new Brotherhood questline right away.
    • We’ve added two versions of the Quests character to your account in case you’d like to run through the questline more than once, or if you encounter any progression blockers.
  • Rewards Character: This character has access to all of the upcoming Steel Reign and Meat Week rewards so that you can check them out and share feedback on them, if you’d like.
    • Additionally, we’ve loaded it up with Gold Bullion so that you buy items from Minerva, as well as Legendary Modules and Cores so that you can dig into Legendary Crafting.
  • As always, we’ve made copies of your existing characters from the live version of the game so that you can experience the Steel Reign questline and playtest new features using the characters you’re used to.
  • If you’re new to the PTS, or if your account does not initially have the premade characters available, please let us know in the forums and we will add it for you.

Thank you very much for your participation in the PTS, we’re looking forward to hearing what you think!
